Increased Indigenous Participation
The 2023-24 Call for Proposal (CFP) process through the IAMC Trans Mountain Expansion (TMX) Capacity Funding Program is targeted to address the priorities of the Committee related to Stewardship, Protection, and Meaningful Participation. IAMC-TMX CFP funding is available to the 129 potentially impacted Indigenous communities. The program seeks to increase participation of potentially impacted Indigenous communities and to enable direct involvement in the TMX project and existing pipeline. Increased Indigenous Participation Funding for communities is available through the Indigenous Advisory and Monitoring Committee’s (IAMC) Capacity Funding Program. Our objective is to increase Indigenous participation in the Trans Mountain Expansion (TMX) Project and existing pipeline and to enable Indigenous groups to be more directly involved. The Capacity Funding Program is targeted to address the priorities of the Committee and the 129 potentially impacted Indigenous communities related to Stewardship, Protection, and Meaningful Participation. Natural Resources Canada, through the Indigenous Partnerships Office – West (IPO-West), administers the funding based on the decisions of the IAMC.
Program Priorities
A total of $3.5 million has been allocated for the 2023-24 CFP program. The Committee is accepting proposals on an ongoing basis to support Indigenous participation in monitoring the TMX Project and address issues and priorities of the 129 potentially impacted Indigenous communities. PROPOSAL DEVELOPMENT TIPS
Before submitting your application, please consider the following proposal development tips:
- One application per community up to $49,999 will be accepted on a first come, first serve basis.
- Fully completed proposal package that is signed by an authorized community delegated financial authority.
- Clear connection to the TMX project and is related to the four priority areas of:
- Emergency Management
- Indigenous Monitoring
- Marine Shipping
- Socio-Economic Effects
A summary of what to expect following submission of a proposal is provided below:
- Proposals will be reviewed for completeness upon submission. A member of the IAMC-TMX will reach out with any questions to complete the proposal.
- Once proposal is complete, the relevant subcommittee will review and endorse the application. A conditional approval is sent via email if the application is endorsed.
- The eligible expenditure period occurs from the conditional approval date (via email) to March 31, 2024.
- A 100% advance with a 10% holdback will be provided following a fully signed contribution agreement (i.e., Indigenous community and NRCan).
- One claim and one final report are due May 31, 2024, to release the 10% holdback.
- Please submit your proposal by September 30, 2023.

Before submitting your application, please consider the following proposal development tips:
Complete proposal package that includes all required documentation:
- Completed and signed proposal template
- For engagement projects: Band Council Resolution (BCR) or equivalent and breakdown of travel costs, project timeline and project cash flow
- For other projects: incorporation documents (for corporations and not-for-profit organizations); BCRs from each participating Nation; financial statements; project timeline; and project cash flow
- Connection to Trans Mountain (TM) project is clear
- Timelines are aligned with TM activities
- Addresses of at least one IAMC-TMX priority
- Costs are less than $500K
- Contributions from other sources (either in-kind contribution or cash) have been solicited (e.g. provincial government, other federal government programs, band etc.)
- Supports more than one Indigenous community
- Aligned with Committee Priorities
The Committee has supported projects in areas such as:
- Cultural and environmental monitoring training
- Habitat mapping/monitoring
- Environmental management, emergency planning, prevention and response capacity
- Protective services and emergency planning, coordination
- Oil spill response training
- Emergency communication infrastructure
Examples of projects supported by the Committee:
- $224,000 to deliver skills training to increase employment opportunities related to TMX
- $67,000 to provide capacity support for cultural heritage resource department and environmental monitoring skills training
- $278,000 to complete habitat mapping and purchase a vessel to facilitate data collection and marine monitoring
- $640,000 to upgrade their community communications network and develop occupational health and safety policy and procedures
- $203,500 to acquire capacity for emergency response
